Siliguri Jalpaiguri Development Authority has been striving towards providing the much-needed infrastructure (both physical and social) in its planning area of Siliguri and Jalpaiguri. As part of this, SJDA has accomplished a number of projects for housing development, development of transport infrastructure including construction of Tenzing Norgey Bus Terminal at Siliguri, Netaji Terminal at Jalpaiguri. Apart from this, SJDA has taken the leadership in providing connectivity with the existing state and national highways by way of constructing new and alternative bye roads. A major construction is constructing Fulbari Ghoshpukur bye pass, which connects the State Highway - 12A with National Highway - 31. Similarly, the Eastern Bye Pass has provided the much-needed connectivity between the eastern fringe areas of Siliguri and the NJP areas with existing PWD road. The 3rd Mahananda Bridge, which is being constructed, will shorten the distance between the North Bengal Medical College and the Fulbari on Jalpaiguri end.
Apart from the above, the SJDA is presently working on providing necessary support for industrialization, considering the fact that Siliguri is very ideally located and has boarders with Bangladesh, Nepal and Bhutan. Further, the fact that Siliguri has major rail and air facilities available can actually provide the much-needed comfort to prospective entrepreneurs. The various projects taken up by SJDA for promotion of industrialization and commercial activities are:
Transport Nagar: This complex is spread over 147.53 acres of land and has been made for the purpose of providing office space and other infrastructure available. The complex has electrification, roads, drainage and water supply readily available. Already M/s Toyota India has approached SJDA for providing 60 kathas of land for setting up a service station-cum-showroom for which construction will be starting within May 2002. Similarly, M/s. Kankaria Group is being offered 4 acres of land at Transport Nagar for setting up a Jute Mill in the area.
Hotel at Himanchal Vihar: SJDA had advertised the availability of 5 acres of land along NH-31 in Himanchal Vihar for setting up of a Hotel. In response, very recently the Hyatt Group has shown interest for taking 10 acres in two phases for building a 5 Star Hotel with Golf Course facility etc. Considering the fact that Siliguri is the gateway for Sikkim, Darjeeling and Jalpaiguri, this will lead to promotion of tourism in this region. Besides, it will also create at least 2000 jobs by way of direct and indirect employment.
Food Park at Mouza Rupsing: SJDA has appointed West Bengal Consultancy Organisation Ltd (WEBCON) to submit feasibility cum Detailed Project Report (DPR) for setting up of a Food Park at Rupsing Mouza. Considering the fact that lot of fruits and vegetables are abundantly available and also considering that Govt. of India has recently declared Siliguri and Jalpaiguri as Pineapple export zone, this has got a very high potential for development of industries in the Food/Fruit Processing Sector. It has been preliminarily estimated by WEBCON that various industries in the field of processing, packaging, grading/sorting etc. can come up in this food park. Recently, the Hindustan Lever Limited has approached District Magistrate, Darjeeling for providing suitable land for setting up a Food Processing Unit.
A suitable location, under the Siliguri ODP area (encompassing an area of 260.0 sq. km. and about 22.7% of the total area under SJDA) has been identified for construction of this Food Park. The identified area measures around 23.2 acres at Rupsingjote Gosaipur in the District of Darjeeling besides NH-31 on the way to Bagdogra Airport. It is about 5 km away from Siliguri town and falls within mouza Rupsing & Bairatisal (PS Naxalbari).

A part of an undulated, elongated piece of land having approach from National Highway – 31.
Situated just beyond the city limit and hence almost all service facilities available in the city of Siliguri are within close reach.
Facilitated with a 33 KV power line of West Bengal State Electricity Board that moves through the site making the layout more critical in terms of land uses.
So situated that it has ample scope for expansion alongside the northern boundary as well as along the eastern boundary beyond River Laska. As such, future demand for industrial plots can be catered at ease.
Further, it is estimated that a grant of upto Rs 400 lac can be provided by Govt. of India for development of common utilities like cold store, R & D, ETP, electrification, water supply etc. Besides, other State Govt. grant is also expected.
The Food Park is conceived to provide necessary infrastructure like roads, sewerage, drainage, water supply, power supply, effluent treatment facilities etc. along with common facilities to cater to the requirement of entrepreneurs intending to set up food processing units in this part of the state.
Joint Venture with WBIIDC for development of Industrial Estate at Rupsing: SJDA has prepared a proposal for acquisition of 228.11 acres of land at Rupsing Mouza for establishing an Industrial Estate in Siliguri. The proposals were initiated in the year 2000. However, due to fund paucity, it was proposed that WBSIDC, WBIIDC and other agencies might also be involved. In November 2001, it was decided that out of 228.11 acres of land, SJDA will acquire 70 acres of land for its own development use & for creating commercial/other facilities, while the rest would be acquired by WBIIDC for development of the Industrial Estate. It has been proposed that this Industrial Estate can be developed on a joint venture basis between SJDA and WBIIDC wherein the cost of land acquisition and development (including provision of electricity, water supply, etc.) will be suitably shared between the partners. The Industries, which can be given priority in this estate, could be Haldia Down Stream Units, Packaging Units, Software Park, Garment Park, etc.
Land at Bidhan Nagar, Phansidewa: In the last couple of months a few entrepreneurs have shown interest in setting up modern manufacturing units in Pineapples & other fruit products. Accordingly, a 39.28 acres plot of vested land has been identified at Mouza Dhakpara in Bidhan Nagar, which will be developed by SJDA and made available for the purpose of any industrial unit, which is to be set up.
Setting up of a 500 bedded hospital in Siliguri: SJDA has identified a 40 acre plot in the proposed Luxmi Township for the purpose of a 500 bedded hospital to be set-up in Siliguri with the help of international funding agencies. The matter has been referred to the board of M/s Luxmi Township to consider providing land at priority and cheaper rates.
Industrial Development in New Town : SJDA has been working on construction of a 3rd bridge on River Mahananda, which will provide connectivity to a vast hinterland. Accordingly, SJDA has decided to acquire 500 acres of land in that area, which will be mostly developed as residential plots and a small portion of land (approx. 50 acres), will be earmarked for development of commercial activities and an industrial park.
